The NHS Business Services Authority was established by the Department of Health on 1st April 2006 as “the main processing facility and centre of excellence for payment, reimbursement, remuneration and reconciliation for NHS patients, employees and other affiliated parties.” The NHSBSA combines services previously provided by the Dental Practice Board, NHS Counter Fraud and Security Management Service, NHS Logistics Authority, NHS Pensions Agency and the Prescription Pricing Authority.
Counter Fraud and Security Management Division has responsibility for all policy and operational matters relating to the prevention, detection and investigation of fraud and corruption in the Department of Health and the NHS and to the management of security in the NHS.
Dental Practice Division is responsible for providing PCTs in England and Wales with modern on-line payment systems that enable them to provide the data necessary to enable the Division to make accurate and timely payments to providers of NHS dentistry.
Pensions Division administers the NHS Pension Scheme in England and Wales, the NHS Injury Benefits Scheme for England and Wales and the NHS Bursary Scheme for England. The NHS Pension Scheme is the largest centrally administered public service pension scheme in Europe with a combined turnover of £9.5 billion and provides pensions for employees of over 11,000 participating employers. It services more than 1.2 million active members, 370,000 members with preserved rights and over 520,000 pensioners. The NHS Bursary Scheme sets out the type of support available to eligible NHS students and has a turnover of £392 million with an additional £7 million for childcare allowances.
Prescription Pricing Division processes over two million prescription items per working day and makes payments to contractors on behalf of the NHS totalling around £7 billion per annum. Financial, prescribing and drug information is provided to 35,000 prescribers, managing organisations in the NHS and the Department of Health. The Prescription Pricing Division also administers the application process and distribution of European Health Insurance Cards to the UK population, on behalf of the Department of Health. In addition, the division issues prescription exemption and pre-payment certificates and calculation and payment of certain health benefits.
Supply Chain Management Division provides a dedicated supply chain service to the NHS in England providing critical use consumable healthcare products to a customer base of over 600 organisations processing over 30 million orders each year.
Hosted and Managed Services. By direction of the Secretary of State, the NHSBSA also provides a range of HR and financial services to other NHS bodies.
